Happy New Month from all of us at the Anambra State Investment Promotion and Protection Agency.
It’s officially the start of the second quarter of the year and we couldn’t be more excited. This year we hit the ground running and we are yet to catch a break.
This week, the Agency revisited some past projects with a view to optimizing operations because “the Government has no business running a business”.

Anambra State Shows Interest in Completing Kaolin Processing Facility
Anambra State Investment Promotion and Protection Agency (ANSIPPA) recently met with the Anambra State office of Raw Materials and Research Development Council (RMRDC) to discuss the possibility of completing the Kaolin Processing Facility in Ukpor.
The processing facility was initiated in 2011, with an agreement between the State and Federal Governments to explore the abundant Kaolin deposits in Ukpor, Anambra State. However, the project was left incomplete. Now, in accordance with Governor Soludo’s manifesto promises, the Agency is exploring previously abandoned projects to assess their economic viability.
At the meeting, MD ANSIPPA, Mark Okoye, requested a status update and documentation of the existing agreement and committed to revitalizing the partnership. If completed, the facility has the potential to provide numerous job opportunities in the mining and processing industry.
The Agency and the Ministry of Petroluem and Solid Minerals intend to maintain a close relationship with the RMRDC, Anambra Office on this project.
Tony Blair Institute for Global Change Provides Technical Assistance to Anambra State Government's Transformation Agenda
On Thursday, the Tony Blair Institute for Global Change paid a visit to the Anambra State Investment Promotion and Protection Agency. The State Government recently partnered with TBI to provide technical assistance to its Department of Strategy, Execution, and Evaluation (SEE).
During the meeting, the TBI team conducted a preliminary interview with ANSIPPA's Executive Management to gain a better understanding of the Agency's responsibilities and role in the Government. This information will guide the development of a monitoring and evaluation framework, which will facilitate the interaction between ANSIPPA and SEE.
Furthermore, TBI will assist in developing a delivery strategy that aligns with this administration’s transformation agenda. By providing expert guidance, TBI will aid the Government in achieving its set goals and objectives, by enhancing accountability of MDAs and tracking progress towards the attainment of the Government’s priorities.

ANSIPPA to present ADIC Law To ANSEC
Earlier this year, Anambra Insights disclosed the plan to officially launch the Anambra Development Investment Corporation (ADIC) as a fully-fledged development corporation. The launch is expected to take place at the Anambra Investment Summit, scheduled to be held later this year.
In line with that, the Agency has finalized the draft legislation of the new Corporation. The draft bill is scheduled to be presented to the State Executive Council and the State House of Assembly in the coming weeks.

Shortlisted Bidders inspect the Government Printing Press
In a previous publication of Anambra Insights, the Agency placed a call for Expression of Interest for the concession of the Anambra State Government Printing Press.
This week, the Agency and representatives of Ministry of Information took interested bidders to inspect the facility. The concession agreement will allow the private sector manage the facility and optimize its operations while reducing the cost on the Government.

Please, Department of Strategy, Execution, and Evaluation (SEE) needs to facilitate accountability mechanism for MDAs to periodically present their scorecards to the public. As the Governor presents his scorecard, his aides should be encouraged to do likewise (Commissioners, SPADs, SSAs, SAs etc).
I have yet to observe the scorecard of MDAs after one year in office.
Again, there is need to partner with the Civil Society in these interventions. It's global best practice.
