Against our preference, the Anambra State Investment Promotion and Protection Agency (ANSIPPA) was also influenced by the elections and the political activities of the past few weeks. But, we used this opportunity to engage with other MDAs and followed up on previous engagements. We also received the proposals of two major corporations interested in doing business in Anambra.
Before we get into the details of this week, here is an interesting article on how the Agency is collaborating with other MDAs to fulfill its mandate of attracting investments and managing the State’s portfolio.
Folio Holdings moves to develop Fixed Business Operation (FBO) in Anambra
Anambra State through the Ministry of Transportation and ANSIPPA recently received the CEO Folio Holdings, Dr. Fidelis Anosike to discuss the development of a Fixed Business Operation (FBO) plan within the Anambra airport project.
Folio Holdings is seeking the opportunity to expand their current SPV with the State Government to accommodate the building of supporting infrastructure to boost economic activities around the Anambra State Airport.
Anambra state attracts more real estate investments
Last week, the Ministry of Lands and the Anambra State Investment Promotion and Protection Agency (ANSIPPA) received representatives from a top private sector real estate development company; Meloch Integrated Services Nigeria Limited.
Meloch is proposing the development of a mass housing project on a 50 hectare land at Mgbakwu in Awka to be known as Uptown Gardens. The proposed project will comprise of 5 residential districts, an estate centre and provide modern estate facilities such as fiber optic ducts, Power, school, mall, streetlight, portable water, green areas, drainages and centralized sewage treatment etc.
ANSIPPA Begins Steps to Optimize Agulu Lake Hotel Operations
The Agency recently engaged the W. Hospitality Group to assess one of our portfolio companies, Golden Tulip Agulu Lake Hotel. This action is in response to the mandate from the Anambra State Executive Council (ANSEC) to the Agency to analyze the economic viability of existing investments and recommend next steps to the State.
Already, an interim report and a Mystery guest assessment have been concluded and submitted to the ANSEC. The full assessment conducted by the W Hospitality Group is expected to be concluded next week. Expected recommendations to the State will include changes to Human Resources and Management, Infrastructure Upgrades, Capacity Building, improved Monitoring and Evaluation mechanisms, and Financial Sustainability practices.
Update on the Forensic Audit of Existing MoUs
Last year, Anambra Insights reported the engagement of PriceWaterhouseCoopers (PwC) as forensic auditors to assess the viability of existing joint venture partnerships and the effectiveness of current operations.
The audit is to assess all ANSIPPA transactions from inception till September 2022 and also evaluate the progress of the Agency in achieving its set objectives, and its socio-economic impact and provide recommendations on better PPP practices.
This week, the Agency held a meeting with PwC to receive an interim progress report. The assignment is expected to conclude by next month. More updates will be in subsequent newsletters.
CRBE Submits Feasibility report on Onitsha SkyTrain Project
Still on updates, the China Railway Beijing Engineering (CRBE) Ltd has submitted a feasibility study on the SkyTrain project. Anambra Insights had given a background on this project. This can be accessed here.
The feasibility study will be considered by the Agency and submitted to the ANSEC for a final decision. If approved, the State will engage CRBE to commence construction of the first phase of the SkyTrain project which is expected to connect the Onitsha metropolis area.
The SkyTrain project is one of the major infrastructure projects undertaken by the Soludo administration to connect Onitsha, Awka, Nnewi, and Ekwulobia.

This policy framework will assist the Agency in improving its approach towards Public-Private Partnerships.

The idea on audit by PWC is welcome. However, one expects extension of audit to MDAs, going forward.
Again, your activities are top notch. However, one couldn't find any intentional transparency and accountability standards especially, the inclusion of the Civil Society. The latter is absent in your entire process.
This is against international best practice and counter productive.
